It's not clear whether the owner of nearly 2 dozen neglected horses that were rescued from a home in Broward will face charges.
21 horses were found in frail condition. Police say they were being kept in very poor conditions...they had no food, hay or clean water to drink.
All of the emaciated horses were taken to rescue facilities over the weekend after police found them.
It will take up to three months for the horses to recover and we're told some may not survive. The owner reportedly claimed he was breeding the animals but couldn't afford to feed them.
Officials with Peaceful Ridge Rescue in Davie say it costs about $2,500 to feed one horse for a year.
